Total Parking solutions PCN

So got a letter today. For a PCN from total parking solutions for an alleged overstay for free parking limit is 2hrs which never realised and there never used to be ANPR cameras here. Cant upload pic of letter sent what is best to do please ignore or appeal? Also im certain its council owned land anyway so not private land.
I am not going to tell them who Driver was 👍

    This will be your bible going forward explaining everything from PCN notice to court.
    This will not be a 10 minute read as you need to understand the game you have joined.

    In the NEWBIES you will find the BLUE appeal template which you send to the PPC unaltered as KEEPER.
    This has 2 purposes - it lets the PPC know you are receiving forum help and does not identify the driver.

    What was the date of the alleged infringement by the DRIVER
    What was the date of issue of the NTK to the KEEPER

    Search for the landowner as a landowner cancellation is the quickest way of getting this monkey off your back.

    Alleged infringement was 7/7/19
    And NTK is dated 11/07/19

    I rang council they purchased the land but the retail park was then turned into tetail park.
    I contacted head office of coffee outlet that was using they were no help.
    Have sent the appeal template.
    The signs do not give a grace period also the sign doesnt say that its the owner or keeper who is liable.
    Neither does the letter mention anything about grace perioed or how long the parking time limit is or how long my overstay was also doesn’t mention who is liable.

    Nope doesnt say on letter that keeper is liable all asks for is driver details and nothing saying keeper will then be responsible for paying fine. No mention on letter of any POFA paragraphs or rules.

    In that case you appeal as keeper using the blue text template from the newbies sticky thread, add a paragraph that the Keeper has no liability under POFA and they should cancel the charge

    No talking about who was driving, not on here or anywhere else

    These things can v be very complicated, Before you add any more posts/ask any more questions, please read and understand the stickies

    You might also like to get your MP on board as nine times out of ten
    these tickets are scams.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    POPLA accepted my appeal based on the fact they dont/didnt mention anything under clause POFA 9 (2) also they uploaded evidence of the signage dated in 2018 not date of incident of which as its ANPR tehn many other people can use this against a firm if upload out of date photo evidence of signage.
