Appealing a parking charge notice

I'm sorry if I'm posting in the wrong place. I've been through quite a few threads on this forum and I think it's ok to start a new one.
Yesterday my husband received a 'parking charge notice to keeper' with a fine for £100 (£60 if paid within 14days) for parking without having paid the parking charge at an NCP car park of a small shopping centre. The car had been parked in a disabled space (as it was entitles so to do) and a blue badge was displayed. The driver erroneously thought that they didn't have to pay (as is the case in council car parks) and so did not even go to the ticket machine.
In reading the various threads, i came across the reference to the time frame in which the notice has to be issued. As I understand it, the notice to keeper has to be issued within 14 days of the parking taking place. Is this correct? In which case, I think I can appeal as wthe car was parked on 7th June but only received the letter yesterday (11th July). The letter is dated 9th July.
Could someone please advise. Thanks so much, in advance!

You need to edit your post straight away so as not to reveal the identity of the driver. The person driving is 'the driver' at all times! Take care with pronouns too! Sounds a bit cloak & dagger but PPCs monitor the forum and have been known to attempt to use peoples' posts against them. For the same reason, amend your user name if it is close to your actual name - you'd need to contact the admin staff to do that.
It does seem that the NTK arrived too late for the PPC to hold the keeper liable. Which PPC was this?
In any case you can appeal and it is usually best to. Use the appeal in blue text which you'll find in the Newbies' thread.
Another potentially very promising thing you can do is to complain to the landowner with a request for cancellation. It's particularly helpful if money was spent on the day and / or if there is a history of customer loyalty. Contact the manager of the shopping centre or of the main shop(s) visited. If they say they can do nothing because they're not the landowner, ask them very assertively who is and then complain like hell to them.0 -

The BB holder needs to read and digest their blue booklet
They would then know that the BB isn't valid on private property and that the signs need to be read and followed
It's the EA2010 that allows them to use the disabled spaces providing that they also read and follow the signs and so a charge should have been paid as a 2 step authorisation
The keeper appeals it using the blue text template only because the rest of the story is only showing the driver as "guilty" due to depriving NCP of the parking revenue, which is how they make their money0 -

But still a landowner complaint is on the cards too. Is assisting the BB holder quite challenging e.g. helping them transfer from car etc.? Any added level of difficulty the driver was up against will be something to include. Mitigating factors are really only relevant in complaints .... yet sometimes there truly are mitigating factors.0 -
Anyway (me again!) .... which PPC? Need to know whether NTK mentions POFA and whether POPLA is an option.0
