Help Cleaning Outdoor Furniture

Hi all!
I wish I could upload pics! But....
I have had my outdoor sofa for around a month but a chalky, white substance has started to appear on the cushions. ( I think it might be excess fire retardant but not too sure )
It transfers on to clothes when sitting on it and is quite damp and generally gross. I purchased this particular sofa becuase the cushions DON'T need to be stored inside.
Anyway, are there any good products for me to use to get rid of it? I've tried just soapy water.
