Can some clarify if I can appeal this on the date of offence and date of letter received

I have a parking charge that occurred on the 05/06/2019, yesterday I received a parking charge notice letter date issued 06/07/2019 for 11 minutes.

I have read that if the notice is not issued within 14 days then it can be appealed. I cant seem to find anything to back this up. If anyone could clarify or point me in the right direction I would be grateful.

    It can be appealed by the keeper as there is no way for the keeper to be held liable.

    You missed a law called POFA enacted in 2012 and also missed reading the newbies sticky thread near the top of the forum

    Appeal as keeper using the blue text template from there
