Unable to buy ticket @ NCP carpark

Evening All,
I apologise if this has been covered but I’ve read and re-read the newbie thread and can’t see it.
Driver used an NCP carpark that is monitored by ANPR and called me asking to use Ringo app to pay. When I attempted to do so it said ‘site not available’ although clearly it was. Explained to driver I couldn’t pay and left it at that. Unfortunately I didn’t take a screenshot of the message.
The above took place at the end of May and PCN was received first week of July.
Are my grounds to decline payment the same as outlined within the standard BPA text? Or does it differ on the basis no ticket was ever purchased, despite being unable to do so?

Throughout here you are advised never to reveal who was driving
You need to edit your post to remove details of who was driving
The ppcs monitor this forum and can use posts in your thread against you in Court
Follow the advice in the FAQ on how and when to appeal0 -
Send the BLUE appeal template from the NEWBIES thread - one click back third thread down.
It has two purposes - it lets the PPC know you are receiving forum help and does not reveal the driver.
You could carefully add a one liner:-
‘’This PCN fails the POFA conditions so please cancel immediately’’0
