Parking fine from local council

hi there I'm hoping someone can help, I parked in a residents parking permit area in Ashtead, it has recently changed and I wasn't aware. I would normally park in the car park and saw a space on the road. I wrote to the local council Mole Valley and they have refused to cancel the PCN . There was only a sign at the start ad end of the road and I said there was insufficient signs. If I leave paying the fine I risk having to pay a fine plus costs. What should I do ?

    The parking sub forum here majors on private parking invoices rather than proper council fines (as you have already been advised there!)

    Sounds like it is and from the post it sounds like it's permit only parking.

    If that's the case it's a fine.
