Morning, the keeper wrote a letter to Tesco CEO Dave Lewis and basically they told him to appeal to the company Highview which is a bit confusing as the company issuing the PCN is Horizon. Keeper has written back asking for clarification. Email below

I am very sorry to hear of the car parking fine that you received at our Dunstable store. I can understand how concerning and frustrating this must be giving the circumstances this is under.
Unfortunately due to the car park being owned by a third party we would be unable to assist with the appeal. I do apologise for any inconvenience this may cause.
I would advise taking this up with Highview directly as they are in the best position to assist with the appeal. Details on how to contact Highview can be found on the PCN.
I appreciate your time and if I can help with anything else please don't hesitate to get in touch as I would be more than happy to help.

The keeper (not driver) should have complained (not appealed) to Dave Lewis
It's not that confusing because many shops do not own the land but lease the retail space from a managing agent for a retail park
The Tesco Extra near me was on one where Parking Eye was the PPC and neither owned the land
I believe that Tesco isn't the landowner here hence why wires are being crossed, because the fact that Tesco was visited may be irrelevant
Ideally the complaint (not appeal) is from the keeper to the landowner or managing agent, which may need some Poirot skills in detection
Clearly they are telling the recipient this in their reply and that is the important part, not the highview part, that is just a mistake about who the PPC is. The complaint should go to the relevant party which is clearly not tesco

Thanks for pointing out the wording Redx, learning slowly. Keeper has read the template on Parking Tickets, fines & Parking board. As they have provided proof i.e pic can i still use this template especially as it relates to the driver parking in a disable space?0 -
The appellant can obviously remove the words about PDT machines and replace it with something about a passenger being an 81 year old Tesco shopper with Alzheimers/dementia and limited mobility, and attach her receipt (not naming her nor implying who the driver was, so not 'I was taking my mother...'!).
And a complaint to Tesco and the retail park mentioning the above should kill it off.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for all your help, with more personnel issues going on i.e the passenger passing away the keeper submitted an appeal stating what the keeper said at the beginning of this thread hoping they have a heart :undecided No names were mentioned and who was driving. A receipt for shopping on the day was also submitted. Also with minds being scrambled the 14 days has expired on Monday just passed. Will wait for their reply and keep you all informed0 -

Very sorry to hear this.
A difficult time for sure and I can understand that the parking issue isn't uppermost. I hope the parking company do have a heart for once and respond appropriately.
If the appeal is not successful, you could, when you're ready, find out who does actually own that car park, the real landowner. And then email them explaining the parking event and what has happened since then. And of course insist that they cancel it.0 -

An early complaint to the correct person may get it cancelled at source, with no more hoops to jump through, I do not believe that Tesco was that entity, but some retail park management agent acting on behalf of the real landowner, the mention of highview is probably a red herring
