GSuite (legacy free) mails bouncing off group

A charity office I help out at has GSuite (free). They have a group which appears to be a forwarder to an external mailbox (which they used before GSuite came along I believe).

Quite a few mails are being bounced by the group with this message :-
"Your email to group <email address> was rejected due to spam classification. The owner of the group can choose to enable message moderation instead of bouncing these emails. More information can be found here: https://support.google.com/a/answer/168383. "

I had a quick look and the settings which the support link refers to aren't available in the free GSuite. So looks like the charity may have to start paying.
The only other thing I can think of is to zap the group (it only has 1 email in it) and create a user with the same name (and so GSuite will host the mail). But I guess the spam rules will apply in the same way for the user. Any suggestions?
