So one of the requirements to benefit from this is for both parents to be working and earning a minimum amount of at least £131 per week. My partner passes this threshold but I on the face of it do not.
I do some work for my company but it doesn't usually make that much.
Would I be breaking any rules if I lent that company a lump sum, have it start up a paye scheme and then payed myself £131 per week?

I strongly suspect it would - it would probably be classed as fraud. You would not be earning the required amount, you would be taking your own money back.0
