Carpark Sign shows blank amount for a penalty

I have received a Penalty Charge Notice from New Forest District Council via my windscreen.
The amount is £50 reduced to £25 if paid within 14 days.
The reason was Code:83 'Parked in a car park without clearly displaying a valid pay & display ticket'
I would've been more vigilant in displaying a ticket properly if it had not been for the fact that the car park signs all had a blank for the amount of penalty I would need to pay. The picture is visible via the link using https:// at the front , can I use that in my defence?

As this is council you need to post it over on pepipoo fightback forum in their council section, signing up with a Gmail address not Hotmail
