Apcoa Guildford railway PCN when to appeal

Hi, Ive read the newbies thread and many other threads but am still a little unsure on how to proceed.
All scooters and motorbikes have parked at Guildford station for many years without paying, until recently. Every scooter (circa 70) were all ticketed by Apcoa 2 weeks ago and have been daily for those who do not pay the carpark charge which is now being imposed. The signage is small and unclear but does state motorcycles must pay the full charge.
My question is as the keeper do I wait to receive the first letter OR do I submit an appeal at day 26?
