Macbook Air help please!

Evening,
I've been trying to sort the operating system on my macbook air 2017 for a couple of weeks now.
What happened was I was going to restore it back to factory settings and I didnt remove my icloud(I think this was the issue anyway)and now I seem to have lost everything and when I start my mac I have the flashing question mark.
I've tried holding down Command and R and following the instructions to load the operating system again but it gets half way through and fails every time.
I even bought a USB drive with the Mac OS on and tried to boot it from that but it still fails.
Can anyone help please?

I had an iCloud problem with my MacBook a few weeks ago. I went on to the Apple support site and answered a series of questions (device serial number, hardware or software problem, etc etc) and finally got to an option where I could request them to call me with support. A very nice chap called Frank called me and (by downloading something that gave him access to view - not have control of - my computer) he talked me through what to do to resolve the issue. All for nothing!
Not sure if it makes any difference where you buy your device from, I wouldn't have thought so. I had bought mine direct from Apple.
