Yes, using the aircon will clear the windows almost immediately, I use it myself. It's advisable to run the aircon through the winter months anyway for at least 10 minutes /week. Bear in mind that it will not run if the outside temperature is very low, this is to prevent the evaporator icing up!! It effectively removes the moisture from the air. You can run the aircon in conjunction with heat if it gets too cold.
However, I'd make sure that there are no water leaks into the car, check in the boot and under carpets etc. for wetness.
I've not checked at lower temps but my aircon will work at 3 degrees outside temp.0 -
Another possibility is a slightly leaking heater matrix. That would direct moisture through the vents, although it's only as it rains so it probably isn't this. You could try something like http://www.halfords.com/webapp/wcs/stores/servlet/product_storeId_10001_catalogId_10151_productId_158818_langId_-1_categoryId_31485 but it means reaching forward to wipe the windscreen every time it mists up.
If checking for moisture don't forget to look in the spare wheel well. I found in my car all the water collected there making a pond.0
