CEL issued to old address, CCJ pending

I found that there is a pending CCJ on my credit report from Civil Enforcement Limited. The CCJ is for an unpaid PCN and all information has been issued to my old vehicle address (which has not been updated with the DVLA - working on that).
Because of this, everything has progressed pretty far - the CCJ has been made and i have until the 20th of July to take action. The total is £290. The original PCN was £100 and having spoke with CEL, they have agreed to reduce to £197.
When i spoke with them, i did not admit any guilt, simply that i had no information on the incident because of an old address.
The last thing i want is a CCJ, but i think i might be out of time to prevent it.
As for the incident itself; i only have what they gave me over the phone;

Advice on this would be appreciated - I think i might just have to swallow the charge...

Up to you. Your options are:
a - pay the CCJ within 30 days (sooner rather than last minute) and no CCJ remains on your file as long as the court is advised that it was paid off. This is the pragmatic and easier scenario but involves paying a scam.
OR
b - don't pay it, as it's a scam, and instead file a set aside N244 application (costs you a £255 court fee though, which you may or may not get back from the Claimant in the end, when you win). CEL cases are easy to beat by defending them, so as a matter of principle, this is the higher moral ground scenario but takes more time - achieves the same thing and doesn't pay CEL.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
