PCN - No entry - After 14 days

Hi everyone,
This is my first time posting so apologies if I am not doing this correctly.
I have just received a letter in the post with the following contravention:
You are legally responsible for dealing with this notice. Do not pass it on to the driver.
51J Failing to comply with a no entry restriction on 16/6/19 at 15:24
I received the letter on 4/7/19 - 18 days after the offence, letter dated 3/7/19, 17 days.
The options to dispute are:
- I was not the owner of the vehicle
- The contravention did not take place
- The person in control at the time did not have my consent to drive
- Vehicle hire firm
- Penalty exceeds legal amount
My dad thinks that as it's been submitted to me after 14 days, I don't need to say who was driving it and therefore do not need to pay. Is this true?

Who issued the PCN? If it was council or police, please go to our friends on pepipoo.com.
