Hall thermostat should be set for the maximum temperature you want overall. Local thermostats on individual radiators allow you to set those rooms/areas to be at a lower temperature.

You should not turn down the thermostat on the radiator nearest the hall thermostat or the boiler will keep running excessively trying to get the hall to the temperature you've set whilst the radiator has shut off and so isn't giving out heat.
