VCS Private Parking PCN - Newcastle

I was given a PCN from VCS representative on Dec 18 2015 and he completed his PCN in front of me despite me explaining that the ticket I had purchased was valued at £3.20 and the charges were £1.30/hr on the ticket machine and the receipt was issued at 12.54 and it was now only 15.04. He told me that I should write to VCS and appeal - I sent an e mail on 19 Dec 2015 explaining that I had actually paid fees for nearly 2.5 hours and that they and their representative were being unreasonable. I received an automated reply saying they would respond within 28-35days. I heard nothing until a letter arrived on the 29 January 2016 asking for payment of £100.00. I sent them anther e mail explaining I had paid for nearly 2.5 hours and that their "warden" was unreasonable and he had also filled the PCN with offence code 94 (no valid ticket) but was actually trying to say I had overstayed by 10 minutes which should have been code 82 (staying beyond expiry time) albeit I had paid for nearly 2.5 hours. Again I received an auto response e mail sating they would get back to me within 28-35 days. I heard nothing until 27 April 2016 when they sent me a further payment demand letter - I then wrote (recorded Delivery) explaining that I had paid for 2.5 hours and that they were been unreasonable and I could not agree to pay their charge. I had no response but yesterday received a county court claim regarding this matter. I believe they have been unreasonable and have not followed their stated procedures correctly in the filling out of the PCN and not responding to their stated time scales. Their charges are now £160.00 plus £25.00 court fees Is it with me appealing or should I just settle tis claim?

    Everyone is asked to read up on this in the newbies FAQ thread near the top of the forum before starting a new thread

    Post#2 there covers Court claims right through from the claim arriving to the hearing

    You need to edit your post to remove your name AND ask MSE to change your forum name to something anonymous

    The ppcs monitor this forum and can use posts in your thread against you in Court

    OK so

    1) Read the newbies thread post 2, as you need to ACKNOWLEDGE THE CLAIM TODAY online.
    1a) tell us the ISSUE DATE of the claim form.
    2) PLEASE use paragraphs. I gave up on that wall of text and just skimmed to the really important bit which is that youre benig sued
    3) Its not an appeal, youre writing a DEFENCE. and yes of course you defend this
    4) You cant just assume that paying 2.5 times the hourly rate gives you 2.5 hours, as thats not what the tarrifs say. at a bet. This is not something you can argue, either. They do not have to give additional time jsut because you part over paid.
