Having received the NTK / NTH from the PPC, the matter is now in your hands. I doubt the lease company will be contacted by the PPC again.

I assume their were no copies of hire documents enclosed in that letter and that therefore the Hirer is not liable for the charge(?)

Did you try a landowner complaint? People tend not to bother .... it's as if it's not exciting enough! But they work so well sometimes.
Need to do some research about who owns the land. It's just a piece of land with no building etc and couldn't find it on the land search site where you can click the map.

Are there any suggested sites for finding the owner?

Local council - who pays the non-domestic rates for this piece of land?
Land Registry - will cost you £4 for a search

As predicted PE have stated my appeal is unsuccessful for the parking charge at Aire street.

Looks like a generic template that states "Our records show no parking was purchased bla bla" Nothing that relates to my situation.

They at least gave me a POPLA code within the reply.

Next stage I will find similar Aire street POPLA templates and draft a reply (in one document with pictures) and post here for critique.

I haven't had much luck in being able to identify who the owner of the aire street car park is - land registry map search doesn't seem to work very well and I can't choose that area - any tips?

I seem to recall it was leased by another car parking firm, from older threads!

i.e. one scammer allowed another scammer to fine people.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
