As the named keeper I received a Notice To Keeper. The vehicle in question was waiting on a car park at 03:10:55 and left at 03:25:14 on the 18th May, I receivd the notice to keeper saying it was sent 18th June and just received it today after returning from holiday and is due 16th July.

It has an invitiation to pay? Any ideas what to do, or is it best just to pay?

I have read the sticky, but still confused...

No windscreen PCN on the day as it was early hours of the morning. It is a personal owned vehicle with several named drivers.

I was wondering as the issue was recorded on the 18 May do they not have a duty to get the paaperwork out in 14 days? As the PCN was sent on the 18th June a full month on!

Best place to start is the NEWBIE sticky, post # 1, where you will find the info required namely appeal as keeper using the blue text template already written for you, without additions, deletions or modifications. Do not say who was driving.

You say "we received the notice to keeper" who is the keeper, you or your son? Only the person named on the NtK should appeal unless they want to name the driver - NOT recommended. Who is the PPC, where did this take place, did your son buy a ticket or have a permit?

Is this a hire car? If not it may well be out of time. You need to read the stickies.

Was there a windscreen PCN on the day?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Throughout here you are advised never to reveal who was driving or your identity

You need to edit your post to remove details of who was driving

And if you have used your real name as your forum name then get MSE to change it to something anonymous

The ppcs monitor here and can use posts in your thread against you in Court

Obviously our questions were too difficult for the OP.

No windscreen PCN on day as it was early hours. The vehicle was NOT parked, but driver stayed in vehicle, picking someone up.

So you know what to do.

Either send NCP online, the usual blue template appeal as registered keeper.

Or, if it's a lease/hire/company car which explains the delay in sending you a NTK, appeal as hirer using one of the (NON- Fleet Manager) examples near the bottom of the first post of the sticky, especially for hirer/lessees.
