Can neighbour legally turn off water indefinitely?

    There should be an isolator on the feed to the boiler or on the boiler itself. With this turned off the main stop tap can be turned on without causing further damage.
    Is the only stop tap to this property in the other flat? What happens if the supply needs to be turned off but the neighbor is out?

    The landlord's trying to get a plumber round ASAP.

    Whilst the landlord needs a kick up the bum (i would say to LL i will get it fixed myself and deduct from rent because you are incompetent) , would also be letting neighbour know he will be turning it back every time i needed to flush or I will be becoming one of those nightmare tenants you see on the tv
    An answer isn't spam just because you don't like it......

    The must be a way to isolate the leak and get the water back on to the flat, The plumber will need the water back on to test the fix, is the downstairs neighbour going to be in all day for the plumber also?

    If no one shows up a push fit Service Valve is £10 and a pipe slice around £12.

    The saga continues!

    The chap who turned up last night wasn't boiler-qualified (?) so couldn't sort the problem totally, but he's extended any visible outflows away from the wall and a qualified person has been arranged for Thursday.

    Neighbour hasn't been back since he switched the water off and flounced at about 2pm yesterday...

    He doesn't need to be, if he's only touching the water side of the boiler. He only needs to be GasSafe if he's touching the gas side.

    If you've got a gas leak, then you've got a bigger problem...

    See that's what I thought! But he said that he had to be boiler-qualified to do anything with the boiler >.<

    So did he say what the issue is? Also agree with others that if they have any idea where the leak is they should be able to isolate the supply at that point meaning you would have supply up to that point.

    As an aside if the supply is coming through from the downstairs how is the cost being apportioned between the flats?

    Only asking as we looked at a rental recently where a small business was running out of the garage. The water supply to them was taken from the house with no real way of working out the apportionment which being metered was important to us.

    This is pretty much it. The neighbour appears to have waited for a tenant to move in that they can harass instead of the landlord *eyeroll*

    You seem to be suggesting that it's unreasonable for the neighbor to be turning off the water.

    But if you lived in a flat and had water leaking through the ceiling from above damaging your property are you honestly saying you wouldn't turn the water off if you had access?
