Credit Card Chargeback - Bank say supplier must agree fault, or I must evidence fault without photo

Well... an update...
I complained to Tesco Bank, and three weeks later they maintained their refusal to progress a chargeback.
They stated that they were upholding their original decision, but in quite a long letter that wasn't really very clear as to their reasoning; the issues they were bringing up were different to the ones they raised over the phone. Ultimately they didn't accept that the item wasn't as described.
I therefore spent a long time preparing a letter before action to the picture frame company with a completed claim form attached to try and show I really would go for it... and almost three months after I first placed the order during which time there had been many failed promises they immediately sent out the correct items.
I'm aggrieved that the credit card company has taken fees from tens of thousands worth of purchases over the time I've been regularly using the card and then ran for the hills as soon as they were asked to keep their side of the bargain :-(
Learning point - letter before action with a completed claim form can make even hardened useless people wake up! (And banks are... well... we don't need to go there.)0 -

Every time you make a purchase on a credit card, the merchant has to pay a commission to the bank that provides their card services. That bank then passes some of that commission on to your credit card company.
So every time you use your card, your card provider gets a little bit of money.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0
