Why keep letters in Scotland ?

A quick question please - I know in Scotland, as long as you haven't named the driver, you just ignore all the death-threats that come through for a PCN. But why are you supposed to keep the letters for 5 years ?
My son got a PCN (in Scotland) a couple of weeks ago, thankfully he phoned me before doing anything so I spent quite some time convincing him to just ignore the letters, make no contact with the scammers etc., but to keep the letters. When he asked why he had to keep the letters, I had to admit I was stumped as to the reason :-)

Because the PPC has 5 years (statutory limit in Scotland, 6 years E/W) in which to issue court proceedings. If you're confident that either the rules in Scotland aren't going to change, or the PPC can't find any way to issue proceedings between now and 2024, then sling any evidence you might have in the trash can. Others might be more cautious.
If it's the physical storage you don't want, why not photograph and retain digitally.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thanks for the info. I don't have a problem with keeping the letters (or scanning them, as you suggest), I was just curious as to the reason behind it. Thanks again :-)0
