search forum & congestion charge

Greetings all,
I cant find any search facility for the forum - am i being thick ?
Mainly though :
Got congestion charge non payment fine - my fault totally forgot when got home to pay - is it worth any sort of appeal ?
Only drove 1/2 mile into area for about 20 mins
sorry if daft question only been in once & paid in advance then.
