rpoints matters

As a relative newcomer to MSE I wonder if someone could explain the logistics of "referrals".
Does MSE get a single "fee" when one signs up to rpoints ?
Does MSE get a "fee" every time one accesses rpoints through the special note box at the end of the article on internet shopping ?
If the latter is the case shouldn't members be encouraged to use this route to access rpoints ?

    OK dokes, if someone signs up to Rpoints via the Rpoints link in the article, then each time that person earns points, this site earns something, though to be honest Im not 100% sure exactly how.

    However there isn't (as far as i know) anything paid just for a person signing up - only when they make some points themselves.
