The "cold air at 28, hot air at 29" effect could be simply that as it was a hot day then the interior temperature in the cabin was between 28 and 29 so that when set to 28 the air on was in cooling mode etc etc.
Re warming up time, depends on engine design. My old Jaguar XJ8 3.2 was designed with a low coolant volume for quick warming up and after a cold start you could begin to feel hot air through the vents after a mile. so pretty consistent with your quoted 5 minutes.

They're far subtler than that - the hot/cold blend is not just on and off. When the interior temp is close to the set temp, you should be getting air that's very close to the desired.

Indeed, and a variation in blower fan speed, too.

Quick update all, had the cambelt and water pump replaced yesterday and now all if working as it should do :)

I knew it wanted doing, but was reluctant to spend out. But, I'm glad I did now, peace of mind and everytihng working as it should. The heater issue was because the water pump had failed

How much? Sounds like you have a nice car so a good investment and the confidence you know some major work has been done.
