UKPC Parking Change Notice at Hospital

Hi All,
I have been reading through the posts and comments and think that my situation is slightly different (apologies in advance and happy to be corrected).
My Wife works at a hospital and has access to staff parking. One afternoon she accidentally parked in residential parking for hospital staff because there was a sign with an arrow showing staff parking in that direction and found a Parking Change Notice attached to the screen from UKPC when she returned. She panicked and appealed to UKPC in the next few days without mentioning it to me (registered keeper) not following any steps that are mentioned on the thread i.e. admitting she was driving, she works at hospital and she parked because of that sign with an arrow saying staff parking.
UKPC, as expected, rejected the appeal saying there sufficient signs advising drivers that a valid parking permit must be displayed. Its been 2 months and 4 days since original charge, and 24 days since the appeal rejection. I have POPLA code for appeal, but I wanted to confirm can I still use NTK point as to date I have not received any mail or is that not needed because my wife admitted she was driving? I don't know the wording she used, can only go by what she remembers.
Is it worth appealing or should I just pay the fine?

there is no "fine" , its an INVOICE , UKPC cannot "fine" anyone at all , which idiot told you or her that it is a "fine" ? (damn fool they are)
as an admitted driver she cannot use POFA , SO MUST USE THE OTHER LEGAL POINTS
she should be complaining to the HR staff at the trust to get it cancelled by reading and using these guidelines

its not clear who received the popla code after re-reading the post , because the OP has not made it clear even though they are the RK , and the driver appealed it
the person who received the popla code must appeal it
its a shame that the driver rushed in and caused all these extra problems because its hard enough as it is0 -

Agreed. I don't have the POPLA code, she does. I was going to appeal on her behalf. She has a small video which shows sign and its pointing towards the direction where she parked.

Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0 -
Hi - just wanted to post the quick update. As we were running out of time for POPLA appeal therefore as suggested by Redx, wife appealed to POPLA as well wrote to the hospital trust citing only the signage.
Used the same photos/video that was used to appeal UKPC, which they rejected initially.
Got a message from POPLA today that UKPC withdrew their case. Also received the message from UKPC, same generic message, that they apologize for inconvenience blah blah...and they cancelling the charge on reviewing the evidence we submitted (which was same as before).
I do not know if it was due to writing to Hospital or appealing to Popla. If/when I know I will post here for others.
