Visa Debit , charge back query

I went on a gambling site and deposited some money , i lost half of it and so i went to withdraw the rest of my money , i had not won a penny.
Well 3 days later i get an email saying i need to send documents to get my own money :
• Signed copy of the Declaration of consent of purchases. (see below)
• A copy of the Front of your Credit Card/s (all cards used for deposit at Site)
• A copy of the font of your Drivers License
• Any utility bill reflecting your name and address (Gas, water, phone, electricity etc.)
I told them i do not intend to do this , for my own secruity and also i dont even have a scanner they are claiming that i cant have my money back if i dont send the documents as they state : Due to Visa’s new rules and regulations we need to verify that payment is actually being sent to the correct person.
Im really annoyed as why wasnt i asked for documents before i was allowed to deposit ,they only wait until you withdraw!
where do i stand with my bank on this , can i do a charge back?

It's become quite common over the last few years for them to need loads of ID. Sometimes they tell you when you set up the card, sometimes when you ask to withdraw.
I doubt you can do a chargeback, as it's probably in the T&Cs you agreed to when you signed up.0 -
The bank will not be able to do anything i don't think.
Funds paid to a gambling site are made as a cash withdrawal. If you pay for something in cash - the bank is not able to do anything afterwards.After falling off the gambling wagon (twice): £33,600 (24,000+ 9,600) - Original CC Debt: £7,885.91

The Id is required because a large proportion of fraud is done in this way.
Someone steals or clones a card - makes a deposit - plays with it or withdraws it - when it comes back to your account it is clean funds.
Up to you really - provide them with what they want or forget the money.0 -
Im just worried about sending all the above via email to a person who i dont know and could possible use my information to commit fraud.0

I've just re- read your original post.
Are you sure this is genuine and not a phising attempt?
If someone wants your ID I would have thought that they would have written to you (snail mail) with the information required and an envelope to send the items requested.
Whilst it is normal practise to have copies of your passport and driving licence as ID - I do know that VISA do not have these rules but the government has and it is been implemented by the banks.0 -
I had to do it a few times when I opened a new account with some online (usually overseas) bookies. Everything was done by email.
Some were very organised and asked you to send the stuff zipped so that only they could open it with a password. In other cases, I used to send each item separately to cut down on the likelihood of the email being intercepted with all my data in.
All the above seemed so obvious. Though HMRC may disagree....

I won some money with an on-line bingo site and was asked to provide info much like you've been asked for. They gave me a fax number or an address to send it to. Haven't had any problems with them and all withdrawals have been done promptly. I think there was some new legislation that sites like this had to adhere to, something like "Know Your Customer" or similar.

Thanks for all the advice , i managed to get them refund me my money without sending the Documents ,seeing as i dont plan to use them again i really didnt fancy sending a load of personal documents through an email.0
