Lost car park ticket

My partner parked in a car park for just over an hour. He lost his car parking ticket and had to pay £40 to have his car released. I can't find any information on this type of fine. Everywhere says not to pay the fine but he had to, to get his car released. It seems like an unreasonable amount of money. Can he appeal? Thanks
