Central heating

No matter how we balance the radiators we can never seem to get them all working and in fact the one in the lounge never seems to get hot and only starts warming up about an hour after we put the heating on,so the lounge is always the coldest place in the house.
We have 14 rads off the one boiler,is this too many do you think do we need to get a bigger or better boiler.
We moved into the house 10 months ago and had the heating serviced and the guy said the boiler was about 3 years old and a good one.
Any help appreciated

Central heating, what a dream!
My flat has storage heaters, which are hot at 7am, warm until 2pm, then cold for the rest of the time.
No amount of tinkering with the dial can change this0
