There is a parking company because I believe people from outside were parking in people's assigned spaces.
And what a stupid remedy was imposed. Madness.

All they needed was a gate, or parking chains/posts.

So you have a leased space, that is yours EXCLUSIVELY?

    Then tell PEA to FRO
    Now
    Today
They have no rights to be on your land and no reason for you to jump through their hoopops .Its your leased land, youre the landholder, they do NOT havea contract to operate.

ahh , so a company is operating a commercial company on YOUR land , there will probably be clauses against this

Careful with going down that route, sounds like the OP is also carrying out a business renting out their parking spot for commercial gain.

WHich, depending on their lease, is entirely possible.
This isnt a dispute with the freeholder, but presumably the idiot MC.

Yes - there may be a no-subletting clause in the lease.

I appealed with PEA - who rejected the appeal straight away.
On what basis did you appeal? By which I mean as you were not driver nor keeper of the vehicle, who did you say you were in relation to the vehicle?
Apart from the points already made that they have no right to be there at all, they can threaten court action all they like. They have no case against YOU. They may want to pursue the actual keeper of the vehicle, but they'd need to conform to POFA for that, which is unlikely in the circumstances.
