Yellow paint splatter on car. How to remove?

Hello all.
Today I've found a yellow and silver paint splatter on my car bonnet.
I have no idea where it's come from. There has been roadworks for a while outside of my work, however I'm unsure how the paint would have ended up on my car.
I've tried removing with my fingernails, but unfortunately it won't budge.
Any ideas? I've attached some photos below.

I would suggest claybar followed by a mildly abrasive polish.
Given the potential to damage the paint it may be worth considering a local detailer to assess.0 -
I would say that something that would remove gloss paint, such as turps, would not harm the paint on your car.0

But is it oil based paint?0 -
This happened to my wife a number of years ago. It looks as though it could be yellow lining paint which has traces of abrasive grit of some sort in it. If that's the case you may need a respray but the best bet is not to touch it yourself but to get a specialist car detailer take a look at it to assess it.
We were lucky in so much as my wife (driving instructor at the time) realised where this had happened and had dashcam footage of the council doing white lining without using any signage or warnings and we were able to claim the costs back but the sills needed a complete respray.
Try rubbing your fingers over it, if it feels gritty I wouldn't touch it, if it feels smooth then try a bit of detailing paste.0
