PCN - Help for Registered Keeper

Hello,
Registered Keeper received a PCN from NTC. RK has been burying her head in the sand on this one hoping it would go away and has only now brought it to light as the letters from another company (explaining the charge has gone from £100 - £160) have frightened her. The original Notice to Keeper is dated March 2019 so out of time to appeal.
I tried to send the template appeal for BPA/IPC members via 'Manage your PCN online' but it says 'Sorry, we cannot find this ticket - please check the details you have provided are correct'.
- Shall I send the template (pasted below) to their e-mail address instead?
- The template (pasted below) references BPA, is this OK to keep in as NTC are not members of the BPA?
- Any other advice and guidance would be truly appreciated.

Edit your post NOW to remove that PCN number. Someone could do a lot of damage with that.

If you are dealing with this for her then read up on the debt collectors stage in the Newbies faq thread (#4 there)
Never post unique info like this that the PPC can use to identify the case and use posts in the thread in court
Too late now for appeal
She should ignore everything except a LBCCA or court correspondence
They have 6 years to commence legal proceedings0 -

I've edited to add that she was a customer in the pub in question (met a friend for lunch) and parking for paying customers is free. I have e-mailed the pub to ask what their process is because whatever it is it clearly failed on this occasion.0 -

There is no other quick fix. It's either landowner cancellation, or win in court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As above I am assisting the registered keeper with a PCN.
The registered keeper did not appeal the PCN and ran out of time.
Case has been passed over to a debt collector.
I sent an e-mail to the PPC (template on here for IPC members), they responded by saying that the charge has been passed over to debt collectors and all correspondence needs to go through them.
I had already e-mailed debt collectors using the template on here (suggestion on Newbie thread is to ignore or robustly respond). Briefly said I have no intention of paying the money demanded by their client, and any court proceedings will be vigorously defended. Discussion around Letter Before Claim. Explained charge is disputed, and they must now refer this matter back to their client (PPC) and cease and desist all further contact with me and failure to do so will result in a complaint to the Credit Services Association.
Where to go from here? What are the next steps?
Does RK really just ignore at this stage? What are the chances this will go away?0 -

Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0
