Bank Charges cause you to go Over the limit - Who is responsible?

I just noticed the other day i had gone over the overdraft limit. Being curious i checked as i had worked out to the last penny i would be just under the limit before i got paid.
However the bank had charged me for earlier charges and then caused me to go overdrawn.
Is it right that the bank can then charge me, for taking me over the agreed overdraft again....? It does not seem right. Should they hold the charges until money has gone into the account - THEY KNOW WHEN YOU ARE PAID- and not be responsible for taking you over the limit.

What they should & shouldn't do is irrelevant. They will do as they please as always, regardless of whether it is legal or not.0
