True but are they supposed to have an intimate knowledge of benefits?
More importantly, are they keeping her post open. They should come back at some time to clarify what her intentions are / progression to becoming fit.
Drops in income like this can have a significant knock-on with housing. If you are with a Housing Association, some have Financial Inclusion teams to ensure tenants don't inadvertently make themselves homeless by missing rent payments. Your partner will need the form SSP1 from the employer even though SSP ended some time ago. They will also need medical certificate/fit note (call it what you will) covering the backdated period for which they want to claim ESA. If this has already been given to the employer, the first step should be to ask for it back. DWP didn't accept copies of medical certificates but that may have changed as they are dragged kicking and screaming into the 21st century.0
