Can’t turn heating off!!

So I’m having a strange problem, and landlord doesn’t see anything wrong with it!
My heating is turned OFF at the panel, the hot water is turned OFF at the panel. BUT on the boiler the pilot light is on and every radiator is RED HOT!! The radiators don’t have any dials on them so can’t be individually turned down.
The only way to turn the heating off is to turn the whole boiler off, but then the water for the taps does not heat up, and when I turn the boiler on the radiators come on!! I don’t think it’s an issue with the hot water going to the rads instead of the hot water tank because even when the hot water is turned off at panel the heating comes on. It used to work fine and we had it on timers but had the heating turned off for ages because it’s been a lot warmer lately and we didn’t need the heating on. I just want to be able to have my boiler on for hot water but not have my flat boiling hot from the radiators, plus it’s using a lot of wasted energy!! Any ideas...?

    A google search suggests a stuck value allowing hot water to pass to the radiators.

    It seems like an obvious fault your landlord should get fixed.

    Who pays the energy bill? It's gonna be high if you're keeping the radiators hot all summer (when it arrives).

    If both heating and hot water are off then something is definitely wrong if the boiler is on. The landlord is an idiot and needs to get someone to fix it.

    You should be able to find the mains power switch to kill the boiler in the meantime.
