fitting recessed lighting in a 2inch cavity, and fire rating, help please

Hi we want to fit some 230v mains halogen (GU10) fittings in a 2 to 3 inch cavity in my friends flat. There is a plasterboard ceiling with concrete above that.
We are both x-building service men ie qualified electricians who worked in industrial buildings before not aware if there is an easy answer to this one. He has part P too, before anyone tells us off for mucking about with things.
Most fire rated fittings are at least 100mm and if we get non fire rated and use hoods they are about 150mm tall so we still have a problem.
Does anyone know a way without lowering the ceiling?
Do we still fire rate if it is concrete above, as it is always mentioned that you fire rate to prevent fire getting to room above? Bear in mind that the walls are stud walls.
Its not that we cannot lower the ceiling, it is the fact that it will start to interfere with too many things such as the boiler location etc.
Any help appreciated.

I think you will really struggle with this, but why do you need fire rated ones when the ceiling above is concrete?
Surely that will offer enough protection?0 -
well thats what i was thinking but I need something to prove that, ie a link to a regulation or guidance or something like that that says it is ok to not fire rate etc.0
