Action against who? The chrisnct says it was a stolen and uninsured vehicle so not sure which "insured" you are referring to?

If the thief was caught then it is possible the insurer could try and recover their outlay from them but people that get caught going around stealing other people's cars often on paper don't have sufficient (legitimate) funds to make it worth attempting the recovery especially when they are at HMPS' pleasure

If you mean the insurance company, they are not allowed to claim from the MIB, it's for Joe / Joanna Public to claim their uninsured losses and and injuries.

If the driver was unknown, who is going to be named in court proceedings? 

Can only claim from the insurance company of the third party vehicle if you can identify (name) the driver, if the vehicle was insured.

I'm sorry, but at fault or not you don't just 'forget' about a crash at renewal time. 
I've never managed that yet, and I'm quite forgetful at times!
