No Address of 'offence'on My PCN

I recently received a Parking Charge Notice from Care Parking based in Ewloe (where is That?). It says I parked illegally (over staying a two hour limit). It gives a street name but no town or Postcode.

Yes there is a pic of my car entering and apparently leaving but I've no idea where this is/was and therefore what my grounds of appeal might be. Ny diary consulted by doesn't help.

Is it legal to issue a PCN without giving a clear address as to where the 'offence' took place?

They use tactics like this to get you to admit who was driving etc

But saw nothing that said an address for the 'offence' had to be listed. There is a pic and it is clearly my car but no idea where this was and therefore if I have grounds for appeal.

I know from a traffic warden friend of mine that a local authority PCN must have the address where the 'offence' takes place.

Is the car make and reg number definitely yours then (if you can make it out)

it doest say anything like that , nothing about it being "illegal" , just unauthorised , breaking the car park rules etc , illegal would mean a statutory criminal law was broken

where you were isnt really relevant, it is the vehicle that was monitored, not a person , so it should have that location on the NTK, where EWLOE is may not be relevant because that is where ANCHOR have their office

please read the NEWBIES FAQ sticky thread about contesting this pcn (invoice)

The allegation is that your car was there, not that you were there.
    There is a subtle difference.

Please do not tell us that you are the only person that drives your car. That would not be helpful at all.

It could well be a mis-read of a vehicle's number plate by an ANPR camera.

As tboo says, you need to be reading the NEWBIES thread for guidance on how to tackle this.

Send them the template letter in the newbie thread, also ask them to confirm the date and location of the 'offence' incase it goes further

Well, that's a POFA fail for a start.
