LDK PCN next step

Please could you help/advise. I’ve spent a bit of time reading through all the advice on many threads.
A driver received a PCN on the registered keepers car by LDK about a month ago. The driver had purchased a ticket ticket which had overturned on my dash board. The driver appealed to LDK. Rejected. The driver appealed to IAS. Dismissed.
Are LDK a member of IPC as I couldn’t see them on their list?
LDK asked for the registered keepers address andthis was suppled via email (stupid/naively)
Te registered keeper has not received a NTK yet in post
I wanted to find out what I should do next. From reading threads my options are to
1.ignore
2. Write back to LDK that the registered keeper will not pay and inform following people
MP
Hospital PALS (although the car park is not official hospital car park just very near to hospital where I work)
Landowner (if I can find out who the landowner is)
Trading standards
File complaint with IPC and/or IAS
DVLA.
Any advice would be greatly received

Adjust your post to ensure the driver's identity cannot be assumed. Parking scammers read these fora.
Only ever refer to The Driver and The Keeper, who are two different people.

You are now in ignore mode except for complaints to the landowner and your MP about this unregulated scam. I don't know how the council can get involved if this was private land.
I can't find them on either AOS list. Their web page says they are IPC AOS members, but their appeals page refers to PoPLA.I married my cousin. I had to...I don't have a sister.

Should I write to the parking company advising I'm not paying and I will be contacting the landowner and MP? Or better to just leave it?

LDK seem to have lost their membership of the IPC and (had you not appealed directly following the windscreen ticket) you would have heard no more, as not being a member denies them access to the DVLA keeper database.
But you are where you are. I'd ignore them unless they issue a Letter of Claim, or real court papers. Highly unlikely, but never say never as they have 6 years to pursue an alleged debt. Come back on this thread if you get either.Please note, we are not a legal advice forum. At least you are safe in the knowledge they can't hold a rk liable because they didn't get your data from the DVLA (Secretary of State) as the POFA insists is the only route, if they wish to use keeper liability.
You giving them the keeper's name & address is NOT the same thing. Thus, they didn't comply with the POFA because they couldn't get DVLA data (we assume).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have now received a notice to keeper now double the money from the initial fine. I did have a valid ticket so will take this as far as I can. The letter suggests the next step is debt recovery agent and increase fine again with possible court proceedings. The question I have and hope someone will be able to advise is should I reply to the letter stating that I will not pay as I had a ticket or should I ignore completely?
I also thought I could contact the MP and also the landowner if I could find out who this is. Is this worth it? Many thanks in advance.0 -
