As a Bosch hob costs just north of £200 I think you are on a loser as I cannot believe that the excess on the buildings policy would be lower than that even if it did cover the hob.
Look at this another way
How nice it would be for you should you decide to drop a pan on the hob to get a new one if the Landlord's policy allowed you to have another one without penalty

Check your lease - what does it say the freeholder's responsibilities are in terms of insurance? If it is for you to insure, do you have cover for improvements under your contents cover? (Sometimes called tenant's improvements)0
