Ticket from council for courtesy car.

Hello,

I used this forum successfully last year to overturn a ticket from highview and have lurked ever since.

This morning my wife received an NTO and a £50 fine from the council for a courtesy car we had that said she had parked in a town centre council pay and display car park without a valid ticket. It says because no payment for the reduced rate was received within 14 days, the outstanding full amount is now due.

My wife didn’t receive a ticket on the window at the time, and had no option to pay the reduced charge as the first we have heard was the letter through the door today. The PCN was served on the 2nd of April and the date of this NTO and posting is 7/6/19.

My wife doesn’t recall using that town centre car park that day as she always uses a different one, and can’t imagine she wouldn’t have got a ticket to put on regardless of where she parked. The car park charges £1p/h to park, and is free after 4pm. £50 seems a little excessive. There is no time of the parking ‘offence’ on the letter, or photographic evidence, just that the civil enforcement officer ‘believes a parking contravention has been committed’.

I have searched through the threads, but with this being a courtesy car in a council car park over two months ago, I couldn’t find anything that fit.

Any help or advice here would be most appreciated.
