    An hour and twenty minutes is rather a long overstay - especially as part of it was working on your laptop (I do appreciate that you were waiting for your daughter but)

    If it was me I'd be waiting for the judge to ask if I was aware of the free three hours given that I was a regular visitor there.

    Others more qualified than me will comment on the technicalities etc around the signage

    That is an option worth considering, as this was an ANPR PCN and POPLA has not been tried yet.

    If it were me, I would do that, using fairly formal language in an email to Gladstones and Horizon, stating that you have hereby transferred liability to the driver before legal action commenced (as per the POFA 2012, Schedule 4) and thus you do not expect to hear any more and require Horizon to rectify their data to show you were not the driver, and send the named driver a PCN to appeal as they have not had the opportunity.

    This makes most sense if you can give a different address for service (any address will do where thy can be reached - a work, a friend or relative's address). That way, IMHO, it is much more credible that the driver so far HAS had ''no chance'' to hear about or appeal it.

    I would expect Horizon to then send a PCN to the driver and start again.

    You can but the whole saga will just be a repeat and then depends how much you want to be involved

    But then the driver might be able to pay £40, or can appeal, and/or has at least been given the reprieve and breathing space, to complain again to the retail park and hope for someone more caring about repeat custom.
