Help with private parking issue

Hello!
I live in a building that’s split into four flats, each flat has its own allocated parking space with one space left over for guests. It’a clearly sign posted that the car park is private and for residents’ use only, each space is clearly marked with which flat it is intended for.
Despite this, a guy who lives way up the road keeps parking in the guest space. If the guest space is taken he will just take a space that belongs to one of the flats, all because he doesn’t want to pay for a parking permit to park on the street. We have left notes requesting that he stops using the car park, however, these are all ignored. There is no building management as each flat is owned by a different landlord.
What are our rights and what can we do to get him to stop parking here?

Get his data from the DVLA for £2.50 or so, using a paper application, and send him an official-looking letter signed by all 4 of you residents, telling him you will get an injunction to stop him from parking in your spaces and will sue him for the costs, if he fails to stop this conduct.
The letter should say that he has been fairly warned and if he or a driver of his vehicle (or any vehicle connected to him or driven by him) now parks there again, by the driver's performance, the driver is deemed to have accepted your contractual terms and agrees to pay for your injunction and legal costs.
State that this is likely to be in the region of £1500 and the authority for that is Roger Davey v UKPC, whereby Mr Davey successfully sued for the costs of his injunction against a trespass.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would base it on a Letter before Claim, which you can Google for templates.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
