Sorry that was a typo. I meant 10% +2. There is anecdotal evidence of 85mph being set, but this is now several years old, and on pepipoo I have seen scans of NIPs (the so called Super NIPs) from Avon and Somerset for M4 and M5 for speeds below 85mph, the recipients of the NIPs were surprised that they had got them.0 -

So not a fact something you've read online.
Facts (speeds shown on NIPs issued on the M25 smart motorway sections) posted online for information - just like the BBC post information online for people to read.
Oh and by the way before you mention the HA (Highways Agency) again they ceased to exist on 31/03/2015.0 -
The Police can direct the Highways Agency to activate any of the speed cameras on motorways at any time, even if no variable signs are illuminated.
2. The system is called MIDAS (Motorway Incident Detection and Automatic Signals). detector loops at 500m centres in each lane measure traffic density/speed and the signs and any speed limts required are set automatically.
3. The first responders to an incident, usually the maintaining agent's incident response team or ***Traffic England's traffic officers can request the control room to manually alter any signs/speed limits if required.
*** TE (Traffic England) replaced the HA on 01/04/2015 and has a slightly different role than the HA.0
