Is the pond aerated, with a pump / flowing water? Sometimes it is lack of oxygen in the water & with the hot weather the fish are gasping for breath giving the bubbles / froth

As above, it's probably inadequate filtration/aeration. A healthy pond with a reasonable population of fish requires a surprising amount of filtration.0
