HP Stream laptop not "fit for purpose", can I return?

It's a bit of both ... yes it's a feature update but it also includes security patches.
@OP ... the fact that the laptop can't accept the 1903 update doesn't render the laptop as scrap. My own laptop (bought in Jan 2013) also currently can't accept 1903, but not because of storage or memory ... in my case it's a known driver issue which prevents the update being applied. Once the issue is resolved then the update will makes it's way to my laptop.
This is in my view irrelevant and is not helpful; as your laptop was sold 2 years before the release of Windows 10 so no one told you any version would work on it.
The OP on the other hand has every expectation that Windows 10 will work and be updatable0 -

Just FYI, £250 is peanuts for a new laptop.
How large is the SSD (sold state drive)? You should be able to wipe it and do a fresh install from the latest Windows ISO. This would give you the latest version. You'd need to back up everything you needed to keep first.0 -

Which is the solution suggested in the link I gave in post #2. I suspect the OP isn't actually after a solution, but has realised they bought the wrong thing and is now seeking an opportunity to recoup some of the money that was spent.0 -
The problem with these cheap laptops is OS bloat, they never seem to clean up the old OS files properly. If you put a clean install on and let it update you will find you have loads of room (just did it on a cheap acer with a less than 30Gb onboard hard disk)0

about 32 g before its formatted , however its not as you know it , its actually soldered directly to the motherboard and is non up gradable0 -
But that's nothing to do with the manufacturer of the laptop. This is a software issue so their point of contact is Microsoft.
What exactly do you think Microsoft are going to say?

You have your opinion - I think you're wrong. I was clearly addressing the comment that the laptop is scrap because they can't get the 1903 update on it; it clearly isn't. My reason why may be different to the OP's, but the end result is the same - the laptop will continue to work just fine with the pre-1903 version. (Once they've addressed the inherent storage issue - they should try CCleaner or similar and remove System Restore points, for example).
And as said by others, if OP can be bothered the 1903 can be clean-installed, so problem solved.0 -

Since 1903 now needs 32 Gb and previous 32 bit versions need 16Gb I suspect you are mistaken
I will let this go now but you will not convince me that these laptops are not junk
