Merseyflow Toll

I recently crossed the Merseyflow toll bridge and forgot to pay until a few days later which was £2 each way. I paid this and all was fine.
Got a penalty charge notice for both ways two weeks later so I decided to appeal due to having paid the toll albeit late (not that I was holding out much hope as they are money grabbers)
This morning a notice of rejection has arrived (expected as stated above) which is fine but they are charging me £20 fine each way PLUS the £2 crossing fee each way?? I've already paid the £2 crossings a few days after actually crossing so how can they charge me for this again??
Conveniently, there are no telephone numbers or email address etc to contact anyone about this but a rather threatening line in the letter that says that if it isn't paid in full, the fine will increase.
The letter does however also state that they did receive my original toll payment of £4 but that it was late so surely I shouldn't pay this again as the actual fine is £20 and shouldn't include the toll of £2.
Hopeful for any responses!
Thanks

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering) and post a new thread; here's your link:
http://forums.pepipoo.com/index.php?act=SF&s=&f=30
Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Hmmm...not sure about this, especially as you say:The letter does however also state that they did receive my original toll payment of £4 but that it was late so surely I shouldn't pay this again as the actual fine is £20 and shouldn't include the toll of £2.
Post on pepipoo to see what they say, like this person did:

No idea why they got offered to pay the tariff, when you paid yours and were not offered that. Presumably your rejection letter tells you what the next appeal stage (if any) is but you didn't tell us that.
Better to see what pepipoo posters say. No HOTMAIL emails allowed on there.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think it is probably because they didn't live nearby and didn't know about the toll?
We live nearby so know about it - we literally just forgot to pay it by midnight and therefore, they have fined us - which I understand but wish there was someone we could physically speak to who would tell us we didn't need to pay double to toll - it's only £4 but its the principle that if I'm paying £40 due to missing their deadline of midnight by only an extra 24 hours, then I'm very hesitant to give them an extra £4. I'll try the above website though - thanks!0
