Incomplete loft conversion bedroom question

Hi there. I have an incomplete loft conversion. It is a long story, but basically The loft company I used failed to arrange the final inspection and obtain the final completion from building control, and I only discovered this when I got a call from building control about a year after it was completed. The inspector came out and said he couldn’t pass it due to being unable to ascertain what type of roofing felt was used under the tiled roof extension or whether it had adequate insulation without removing the plaster, plus a couple of other minor issues. The inspector told me that he would have to make a note on our deeds, but that here was nothing he could do as time had passed. He did say that we would be unable to class the loft conversion as a bedroom, even though that is what it is used for. So question is, for insurance purposes do we include it as a bedroom?
