With Whatsapp, 2 black ticks on the message meant that it had been sent and received. The black ticks changed to blue when the receiver activated and read the message.
However, this no longer happens, has anyone else had this issue, the black ticks changing to blue?

Check Settings>Account>Privacy and ensure Read Receipts are onpoppy100

The recipient can choose to withhold sending read receipts. If that is the case, you are just out of luck.0
