The main problem is what can you do without getting permission? Also what would you budget be?
First thought camera peephole, but they may just destroy it if they think it may be a camera, or your watching them.
I cant actually find any that don't look like a camera and has Motion Detection alert.
You could have this inside you home. WiFi Light Bulb Security Camera, mobile alert.

Thanks, well I might be able to eventually move within council and I am fed up with living in a flat but im settled here, its a lovely flat,
I report the larger events such as thumping on windows or on veranda to police and everything to anti social bar the odd bang/crash of door that lasts a minute or two the council did tell me they have a lot of information about her and shes been known to them for years but claims mental health discrimination and likes to shout about her rights, it doesn't help she never answers the door to anyone but her friends and refuses to go to council for talks.0
